Toronto doctor charged in 2006 sexual assault investigation involving teenager

Toronto police arrested and charged a man on Wednesday after a sexual assault allegation involving a teenager.

Police say they are concerned that there may be more casualties.

The man was a registered physician at a clinic in the Bathurst Street and Lawrence Avenue West area for nearly 50 years, from July 1970 to August 2016, police said.

He allegedly sexually assaulted a 17-year-old patient on February 2, 2006.

Jacques Henri Dubins, 77, of Toronto is accused of sexual assault and sexual exploitation, and will appear in court at 1000 Finch Avenue West on May 25, 2021 at 2:30 p.m.

A doctor of the same name and age, who became a member of the College of Physicians and Surgeons of Ontario (OMCO) in 1970, faced a disciplinary decision in August 2016 for professional misconduct.

The organization received a complaint in March 2013 from one of the doctor’s hypnotized patients, who sought help to quit smoking. The patient alleged that the doctor showed “graphic and offensive sexual images” and asked the patient to lower his pants during the session. The same patient also alleged that the doctor asked about his sex life and sexuality.

In 1995, a doctor of the same name and age had also received a warning from the CPSO after complaints were filed for his use of graphic and sexual material used during his smoking cessation treatments. In this case, the patient was also shown graphic and sexual images, which the committee found “inappropriate”.

The physician resigned from the CPSO on August 26, 2016 and agreed to never apply or reapply as a physician in Ontario or other jurisdictions.

In 2014, the National Post reported a doctor of the same name and age received complaints for almost 20 years before the 2016 disciplinary proceedings.
